Migrate from EP3C120 to EP3C40 (F484 packet)

Migration across some devices may not need respin of pcb provided you have such migration support(possibly called vertical migration). It applies to devices having same footprint subset with larger devices of its family adding up extra io to the footprint subset. In that case you need to choose your pins at the smallest device then migrate up. Quartus tools offer help in this area.
