I downloaded and installed the Quartus II standalone Programmer. Same result, worked fine with the EPM7160SLC84, can't see the EPM7128SLC84.

These are previously programmed devices on PCBs that we are repairing. Is it possible that the JTAG port has been disabled by the circuit designer?
