manual place and route

Hello For some research project we need to do manual place&route.What kind of tool do you suggest and what is the best course of action? Thank you for your advice

Hi,

the only tool in Quartus, which supports such tasks is the "Chip Editor". The tool is used for small changes in your design. I'm not sure it will offer all things you need, but have a look to it.
