VHDL/Verilog allow you to use arrays in ways that can't actually be implemented in hardware or that would take too many logic resources to do so. You need to understand what resources you actually have and how to "map" your problem to them. In practice, you probably want to have them mapped over to the synchronous RAM blocks. This can be achieved either by using (properly) arrays, or by explicitly using RAM/ROM primitives.
