JTAG Chain Broken on Agilex 7 I-Series Dev Kit (DK-DEV-AGI027-RA) - TDI Shorted to GND

Hi,

I am experiencing an issue with my Agilex 7 I-Series Development Kit (DK-DEV-AGI027-RA).

When I run auto detect in Quartus Prime Programmer, it fails with the error message "JTAG chain is broken."

To investigate further, I ran the JTAG Chain Debugger. The results show a error:
Error: TDI connection to the first detected device UNKNOWN_00000001 might be shorted to GND.


Could you please advise on how to resolve this issue?

(The board is connected to the server via the USB connector (J8). I am wondering if using the external JTAG header (J10) with a separate USB Blaster cable might resolve this issue.)

    For your information, This issue occurred upon the very first connection of the board. It has never been successfully detected, and therefore, no bitstream has ever been programmed to the device.
