inter board JTAG communication

Hi all, I'm using Altera Cyclone III board, can i use the JTAG header to configure another FPGA board (the altera Cyclone III bord send the programmer file by JTAG)?

I search a solution to store a programming file in aletra cyclone III starter Board and to use it to configure a second board (jtag Header to configure it).

May be i can use HSMC !!!!!!
