The only available 'Quartus II web edition' versions that I see in the Intel website are '13.1' and '13.0sp1', but both are failing to program my FPGA.

Is there any other program that I need to download in order to program my FPGA?

as stated, use a recent Quartus Programmer version, e.g. Intel Quartus Prime Programmer 24.1std.0.1077.
It comes with Windows 11 compatible USB Blaster driver and still supports all Cyclone devices and even older CPLDs like MAX3000.
