help! msel select, cyclone iii

i use the ep3c10e144c8n and epcs16.

i set the msel scheme to 100.

VCCIO of the banks in which the configuration pins reside is 3.3V.

the EPCS16 used is powered by 3.3V

according to the quartus ii, i can download the programme to the ecps. But it can't configure the fpga.

and i also want to know the mean of "Configuration Voltage Standard" in the datasheet. The power of the epcs and VCCIO of the banks in which the configuration pins ?
