EPCS1 do not start FLGA cyclone II EP2C5 - JTAG

For who can help me. I am using indirect JTAG to program one FPGA by SFL and *.jic file.

I've made the SFL generation image and conversion of configuration file *.sof to *.jic and proceed with the program the device EPCS1. I am using Quartus II 9.1 sp2. The message "successfully performed operation" appears after sign "program/configure, verify and blank-check".

Everything seems well, but the FPGA do not start with the EPCS1. There is no problem with *.sof configuration. Every figure seems similar to Altera manual AN370.

* I have checked the power supply (VccIO) and VccInt) and are rising in 2 msec.

The schematic used is the same indicated in AN370 - Altera.

The platform is windows 7 - 64 bits.

Somebody have any idea of what's happen?

    why do You use .jic and not .pof file? .pof file is automatically generated after successful project compilation.

    Because I am using JTAG programming. The *.pof is used in AS schematic, that it's not the case of my hardware. But now, I am surprising, because using Quartus II 8.1 in windows XP 32 bits the EPCS1 was programmed and works. Anybody could say why doesn't work in windows 7 64 bits? There is something to do in windows 7 64 bits?

    Quartus II does not support 64-bit operating systems. So that's probably the problem. I've never used Quartus II in Win 7 but have heard of other problems with Quartus in Win 7.

    Thanks for the comment, but it's strange because there is no problem with *.sof configuration using Quartus II in Windows 7 64 bits. The FPGA works well. The problem has happened with serial configuration device EPCS1 using SFL in FPGA and *.jic files. There is no error on Quartus II message when the programming is done, only that the FPGA do not start the configuration after. Could be the compressed data on jic file that is corrupted when is sent to EPCS1, using windows 7 64 bits?

    My guess is it's the conversion tool that is not working properly in win 7 so jic not generated correctly if the case is that sof file is working. Your best bet is to use another pc not running win 7. quart us does not support win7 for a reason so you may run into other random/weird probes that will cause waste of time. My coworker at work tried quart us on win7 and had a lot of random problems.

    Quartus does support Windows 7, and i've created numerous .jic files on it without issue

    Quartus also supports running the 32-bit app on a 64-bit OS, or running the 64-bit application natively

    OP: what version of Quartus are you running? have you tried to verify the EPCS after programming via .jic?

    My apology to the OP and others who were confused when I said QuartusII does not support Win 7. In fact it does as indicated in the attachment and was pointed out by thepancake. Like I said, my experience with QuartusII on Win 7 is learned from my coworker who is an experienced FPGA designer. He was having unexplained/random problems even when running subscription version on either 32-bit and 64-bit Win 7. (That's why I haven't upgraded to Win 7.) Everything was working for him fine in Win XP but then do not work in Win 7, similar symptom that the OP sees. In my opinion, this is a battle that may not be worth fighting unless you have to use Win 7.

    The reason I said unexplained/random is because it'd work for some people in Win 7 but then wouldn't work for others. That's why it's unexplained.
