Quartus does support Windows 7, and i've created numerous .jic files on it without issue

Quartus also supports running the 32-bit app on a 64-bit OS, or running the 64-bit application natively

OP: what version of Quartus are you running? have you tried to verify the EPCS after programming via .jic?
