EP4SGX530NF45I3N

Does anyone know if this part is Rohs Exemption? It has a making "e1"=rohs. I don't expect having lead (Pb) but I'm getting a high content of Lead. Am I not understanding this doc by Altera? Datashe...

The lead in the solders to complete a viable connection between semiconductor die and

of (EU) 2019/172
