EP3C16 FPP Configuration

I'd like to use FPP configuration with the EP3C16. Looking at the pinout tables only the F484/U484 packages have an MSEL[3] pin. Are these the only packages that support FPP? The handbook indicate...

I don't understand your question. There are two codings of the MSEL[2..0] configuration dedicated to FPP: "110" for 2.5 to 3.3 V and "111" for 1.5 to 1.8V.
