Cyclone IV AS Thermal Issue

Hi,
One of my clients has problems with the temperature of a Cyclone IV FPGA (AS configuration for the Cyclone IV GX), I attach a document with information, could you please help me.

    Hi,

    I am suspecting that probably there is some loading happening on the board. Can you try these experiments in sequence on your original circuit (without resistor that you manually added) and check the results?

    1) Remove the capacitor C220 and check at all the temp range.

    2) Along with 1), remove the LED as well and check across all temp ranges.
