Cyclone II I/O Voltage

I am trying to accept I/O voltage ranges of 3.3V, and also accept voltage ranges of 1.8V for another device (different I/O bank of course). Is this possible with a Cyclone II?

Yes, it is. Different I/O banks can have different VCCIOs.
