Counterfeit Device? EP3C16Q240C8

I started ringing out the pins on our EP3C16Q240C8 we bought through a broker since they are not programming/coming out of reset.

Starting with pin 8 on a virgin device, I'm ringing out the ground pins under a microscope.

I haven't rung EVERY ground pin, but so far I have seen that some do not connect to others.

Pin 8 rings to: 16, 172, 67, 125, 193

Pin 8 DOES NOT ring to: 11, 62, 116, 130, 191

Does this make sense so far? I though GND would be GND inside the entire device.

Duh, found the problem - schematic was a copy & paste from an old Cyclone design which had the VCCA pins tied at 1.2V. Will change to 2.5V.

Added 2.5V, Master and Slave Active Serial devices now working.
