What exactly are you looking for in backwards compatability? Yes, you should be able to take a project built in 12.1 and re-compile it, but you wont get exactly the same .sof file

I compiled a Signal tap file in 13.1 - 64 bit and the PC which is connected to board is having 12.1 - 32 bit.

There were no triggers in signal tap logic analyser when the sof is programmed and the test is run.

.stp files should be compatible across versions (although Ive only ever used versions forward). i can only assume the trigger conditions were not met.

You can download the programmer from the altera website for free.
