backward compatibility of Quartus 13.1 - 64 bit

Hi, Is Quaturs 13.1 64 but version is backward compatible with Quartus 12.1 32 bit version?

I compiled a Signal tap file in 13.1 - 64 bit and the PC which is connected to board is having 12.1 - 32 bit.

There were no triggers in signal tap logic analyser when the sof is programmed and the test is run.
