For MAX10 FPGA, PLL Input clock frequency mentioned as 5MHz to 472.5MHz. If we are not use PLL in our application, Can we use 4MHz external crystal? Whether 10M08DCU324I7G will support for 4MHz?

Yes, you can use the device I/O to get 4MHz clock input and the logic can also work on the frequency.
