Stratix 10 SoC Dev Kit GHRD Compile fails with Ethernet PHY IP Licensing Error

I'm simply attempting to re-compile the Intel-provided 2024.04 GHRD for Quartus 24.1. The project I'm working with is the file "s10_soc_devkit_ghrd_QPDS-24.1pro-24.1std.tar.gz" from this link: https://releases.rocketboards.org/2024.04/gsrd/s10_gsrd/

When I attempt to compile the GHRD I get the following errors:

Warning(115005): Unlicensed IP: "2.5Gb Ethernet PHY (6AF7 00E4)"
Error(23714): Can not generate programming files for your current project because you do not have a valid license. Visit the Intel FPGA Self-Service Licensing Center at https://licensing.intel.com
Warning(115005): Unlicensed IP: "2.5Gb Ethernet PHY (6AF7 00E4)"

This IP is not available on the list of IP to generate an eval license for on the SSLC. How do I build the reference GHRD?

    Do you have your Quartus Pro license set up correctly? I seem to think that IP is part of the IP Base Suite included with Quartus but that would only work if your Pro license was set up correctly.

    I believe so. I generated a license using SSLC, it hasn't expired, and it appears from the license setup in Quartus that Quartus can see the license, expiration date, computer ID, etc. See attached image.
