attached is my Quartus Console showing this ERROR - " 209012 Operation Failed " , Hope helps urgently.

Hi @JET60200,

I came across the same issue, and the fix turned out to be bypass MAXV IO Mux from JTAG chain (by switching SW3.2 to UP position)
