You may use any LCD as long as you have the controller IP(verilog or vhdl) to program inside MAX10.

You will need to refer to the Max II Handbook to ensure it is meeting the clock speed, Fmax and also the I/O standard available. It should be feasible Max II have similar electrical specifications needed with the LR3692.

apparently LR3692 contains only digital functions of a LCD controller, analog display driver are external to it. In so far it should be possible to implement it in CPLD. Not sure if largest MAX II or MAX V with 2210 LE will be sufficient.

Also LR3692 is 5V device, there's no recent 5V capable CPLD with sufficient logic resources on the market.
