is it possible to use c language to control ethernet after added it from pluggin

is it possible to use c language to control ethernet after added it from pluggin

can i use c language to send data through ethernet without use CPU from SOPC ?

which IP parts are minimum required for the purpose of using ethernet if only expected to connect wire to make it work for a trial? can i use clock without added PLL

from pluggin? actually i do not know what is PLL, it is like a clock,what are their difference?

    the TSE core. You can avoid a PLL if you already have a clock with the right frequency.
