New ContributorI have a GDF file that was used to build the POF file we use to program EPM7128AELC84-10s. However I don't have a compatible project file of any type to open with either Quartus Prime or Quartus II so I'm unable build new working versions of the POF file. How to I go about setting up a project that will correctly build the GDF file into a POF that will work on EPM7128AELC84-10?

No, the Quartus® II software does not support MAX 7000 devices.
The Quartus II programmer cannot be used to program MAX 7000 devices.
The Quartus II software and programmer supports MAX 7000AE, MAX 7000B and MAX 7000S devices.
Your are using Max7000A device, which is supported by MAX+PLUS II software that provide compiler, simulation, and programming with byteblaster capabilities as per below link.
