Can the CPLD EPM7128AELC84-10 be compiled for with Quartus Prime?

No, the Quartus® II software does not support MAX 7000 devices.

The Quartus II programmer cannot be used to program MAX 7000 devices.

The Quartus II software and programmer supports MAX 7000AE, MAX 7000B and MAX 7000S devices.

Your are using Max7000A device, which is supported by MAX+PLUS II software that provide compiler, simulation, and programming with byteblaster capabilities as per below link.
