Oneapi fpga board error

Noted on the OS version as well as the environment key.

It looks good to me too, hence suspecting the FPGA client driver are still referring to the wrong version.

For that perhaps you recommended to re-install the FPGA board, for more details perhaps can refer to the section 4 in the link below:
