Nope. You should use PAC instead.
How to apply link for Devcoud:
- PAC access key apply
https://software.intel.com/en-us/devcloud/FPGA/sign-up
- OneAPI FPGA access key apply:

Instead of answering "What are you trying to use the Devcloud for? ..." every time to start an interactive login to a compute node, you can type the following:
devcloud_login -I <argument options>
-----------------------------------Argument-Options-------------------------------------
A10PAC <development-stack version>
A10OAPI
S10PAC
CO
SNN <s00X-nXXX>
Type the following to simply view a list of the available nodes, to etheir specifically choose a compute node when submitting a batch job or to start an interactive login:
devcloud_login -l

Hi KennyT,
Currently I have access only for 'Arria 10 OneAPI' machine, and don't have access for 'Arria 10 PAC' and 'Stratix 10 PAC' machines. Copied that error message here. Could you please grant access for A10PAC and S10PAC machine for this login.
Error message:
running: qsub -q batch@v-qsvr-fpga -I -l nodes=s005-n004:ppn=2
qsub: submit error (Unauthorized Request MSG=group ACL is not satisfied: user u42910@login-2, queue batch)
My dev cloud login:
User Name: u42910
Node Name: c009
Regards,
