Why does the Quartus® Programming File Generator tool incorrectly generate a .pfg setting file?

Description

Due to a problem in the Quartus® Prime Pro Edition Software version 23.3 and earlier, the Programming File Generator tool will save the settings file .pfg incorrectly. This happens when you set the Output directory as the current directory when the default directory is set only as “.”. The saved .pfg file, when opened, will generate the following error:

Error at file "empty.pfg", …
