Why does the Legacy EMIF Debug Toolkit fail to run the Link Project to Device command when using the Intel® Quartus® Prime Pro Edition Software Version 21.3 and later for Windows*?

Description

Due to a problem in the Intel® Quartus® Prime Pro Edition Software Version 21.3 and later for Windows*, running the Link Project to Device command in the Legacy EMIF Debug Toolkit will fail and result in an error message similar to the one shown below:

Could not create process for System Console using command d:/intelfpga_pro/21.3/quartus/syscon/bin/system-console.exe --server. Ensure that System Console is correctly installed.

Resolution

This problem is fixed starting with the Intel® Quartus® Prime Pro Edition Software for Windows* version 22.2.
