Why does programming of EPCQ-L configuration devices fail when using Intel® Quartus® Prime Programmer Pro Edition Software version 21.1 and later?

Description

Due to EPCQ-L configuration devices having been discontinued (refer to PDN1802), EPCQ-L configuration device programming with a JIC file will fail when using Intel® Quartus® Prime Programmer Pro Edition Software version 21.1 and later.

You may see the following error messages when the problem occurs:

Error(19118): Erase failed on flash 1 at address 0x00000000 
Error(18939): Unexpected error in JTAG server: Timeout 
Error(209012): Operation failed 

Resolution

To work around this, use Intel® Quartus® Prime Programmer Pro Edition Software version 20.4 or earlier to program the EPCQ-L flash device.
