Why does AVSTx8 configuration fail for Intel Agilex® 7 devices when using an encrypted bitstream?

Description

AVSTx8 configuration of Intel Agilex® 7 devices might fail intermittently when using an encrypted bitstream. 

The behavior was caused by a race condition that led to SHA mismatch errors. The problem was first found in version 21.4 of the Intel® Quartus® Prime Pro Edition Software.

Resolution

This problem has been addressed with patches to recent versions of the Intel® Quartus® Prime Pro Edition Software.
