Zephyr does not currently support Agilex 9. FreeRTOS does not currently support Agilex 7 or 9.

That is a third party project. It appears to be made for this dev kit:
https://www.altera.com/products/devkit/po-3202/agilex-7-fpga-f-series-development-kit-p-tile-and-e-tile
I would contact them to be sure though.
