Altera TOD clock IP with HPS for PTP time sync

If the clock frequency of the bridge is 100Mhz, then it is recommended to connect the clock of the register (Avalon Memory Map) Interface to that same 100MHz, this is to read/write register values.

1. For example, following the guide if you write to registers 0x00, 0x01, and 0x02 you will be able to load the seconds and nanoseconds values.
2. Same set of registers will help you to do this.
3. That conduit is the PPS output
