win vista x32 usb blaster driver problem

hi everyone. I am new on the forum. I have some newbie problems. forgive me for this. I have DE0 Cyclone III card from Altera and software is Quartus II 9.0 Web Edition. I apply all instructions on manual for installing. But my pc can't find usb blaster drivers. I use this path: C:\altera\90\quartus\drivers\usb-blaster\x32.

My system specifications: Toshiba Satellite A200-1AH, C2Duo T7300, 32 bit Win Vista, 2gb Ram. I need your help very urgent. Best regards.
