How do I find the max10.16.1.qdz in the "download centre"? How is this device file added to Quartus Prime Lite 16.1.0 Build 196?

Frequent ContributorQuartus 16.x is no longer available for download, 17.0 is the oldest recent version available (except for legacy 13.0/13.1).

Your best option is probably to update to a supported version of 17.0 or later.
