Where is JTAG Standalone?

Hi All,

The file altera_jtag_standalone.tgz refrenced on the Altera Wiki page titled "JTAG Standalone" doesn't seem to exist any more. Where can I get this file, or an equivalent? I need a small footprint set of files to run nios2-download (also nios2-elf) for my current project. The OS is linux.
