Where can i buy a intel quartus prime pro fixed license?

It's been about 4 years since i payed for licencing and was able to go direct through intel. I'm still using v19.1 with added patches. I wanted to update to the 23.1 pro but intel now only points to vendor partners where i can't even find a confirmed intel quartus prime pro version license. What's going on at intel? Why make it so difficult to buy software?
