Signal tap is good for grabbing snapshots of you signals. Two things to watch out for are the facts:

1. it can't sample faster than the clock feeding the "clock" in signal tap

2. see# 1. As it's easy to misinterpret signals that would be very easy to analyze on a signal analyzer or scope.

Given that primary limitation it's an excellent debug tool but it is tied into the quartus interface.
