Microsoft has information on their web site about how to install software designed for older windows versions on modern systems. You might try the suggestions. There has also been some discussion on the Altera forum on how to install the USB blaster and blaster II drivers on windows 8 and later. Basically you need to disable driver signing checks.
Having said all that, there are plenty of posts by people who spent a long time with this without success. Good luck. Please post again if you are able to get this working. I'll shortly need to upgrade my windows 7 machine, and I suspect others are having the same problem. - Altera_Forum

Anyone out there doing this? --- Quote End --- I think only the latest QII version will support the win8 platform. QII 10.1 is quite old and you might get into compatibility issue. - Altera_Forum

Agree with Tricky. Check out the QII release note or download page to see the supported OS.

You can install a virtual machine with Windows 7/XP to run old software. Quartus has a nasty habit of not working on unsupported operating systems.

Good idea. Would not need to spend another machine for older win. Can use virtual machine.

best way is to use windows 7, this looks able to gain cheaper license and eliminate all unnecessary new issue may raise due to using another virtual machine platform, unless you are plan to do some experiment.

Agree with citybank. Win 7 seems to be the most stable for the current QII versions. I personally still using Win 7 service pack.

Try check this out... only V14.0 start to support for window 8.1, and if you need for modelsim. a window 8.0 is needed. My take is please forget about window 8.1, and keep your self with windows 7 for best usage.
