using Quartus version 10.1 with windows 8.1

Microsoft has information on their web site about how to install software designed for older windows versions on modern systems. You might try the suggestions. There has also been some discussion on the Altera forum on how to install the USB blaster and blaster II drivers on windows 8 and later. Basically you need to disable driver signing checks.

Having said all that, there are plenty of posts by people who spent a long time with this without success.

Good luck. Please post again if you are able to get this working. I'll shortly need to upgrade my windows 7 machine, and I suspect others are having the same problem.
