USB Blaster Not An Option In Hardware Setup Menu in Quartus 2 Web Edition

I have Windows 7, 64 bit version. I installed Quartus 2 Web Edition version 2.0. I have installed the USB Blaster device driver and it appears in Device Manager as ok. When I open the programmer and click the "hardware setup" button all I see in the combo box is "Ethernet Blaster", no option for USB Blaster. I then click the "Auto Detect" button which doesn't find anything.

Does anybody have a definitive answer for this problem? I've seen lots of guesses and "try this and that" type posts.
