[URGENT] BPSK code needed for modulation/demodulation on Altera QuartusII v9.1

I am a database administrator but happen to help out a project where I need sample VHDL code for Modulation and demodulation of BPSK which can work in QuartusII version 9.1 (we use Stratix III 3SL150 Development Board)

Aim of the project is:

To develop modulation and demodulation code in BPSK where Sampling Frequency(fs), Carrier Frequency(fc) and bit rate can be controlled by user.

At later state, we want to develop short burst modulation and demodulation in VHDL which can be simulated in QuartusII v9.1 (altera) software.

    Aim of the project is:

    To develop modulation and demodulation code in vhdl for BPSK where bit rate is 1200 fixed, using following tools

    Stratix III 3SL150 board

    QuartusII version 9.1

    1. How much time you will take for this?

    2. One developer is in india. Would you be able to coordinate with him after her 6 PM time (which is 7 AM to 11 AM MST in the USA)

    3. Payment is only upon successful execution. Objectives/expectation will be given to you from beginning.

    4. What is your budget expectation?

    I have gone through your requirements. Firstly i would like to have complete specifications and requirements of your project. Based on that i will be able to give an appropriate quotation and a timeline. Any more requirement or feature, if added later, will be charged extra. The entire specifications will be worked by me and will update the same to whom i have to co-ordinate.

    All,

    I want someone to use low pass filter in demodulation logic which is already prepared in Quartus II (Altera). We lost our previous developer and this small change is still pending. Kindly let me know if this short change can be done (may be 2-3 hour job for an expert).

    I can pay reasonable amount for the same.
