Do you have any files for version 14.0? According to this (http://www.alteraforum.com/forum/showthread.php?t=44860&p=188067#post188067)post, we need to update it if coming from 13.1.

I cannot compile the hello world example from here by myself because my license does not support partial reconfiguration. At least that's what it says in quartus_sh_compile.log.
