Unable to set default browser

I have Quartus II 64-Bit Version 13.1.0 Build 162 10/23/2013 SJ Web Edition.

When trying to read the pdf tutorials I get a dialog box saying that Quartus "Cannot launch default browser." When I follow the instructions to go to

Tools->Options->General->Internet Connectivity there is no place to enter the location of the browser on the Internet Connectivity popup window. The top of the window asks for the proxy server. Anybody know where the external browser is set now?
