Unable to create a project file.

I recently installed Quartus Prime Lite on my desktop computer and every time I hit "finish" in the New Project Wizard, Quartus does not respond and I am forced to close the program. I noticed that on my laptop where I don't have this problem with Quartus, there are .altera.quartus and .altera.sbt4e folders that appear in my user directory on my C: drive whereas I don't see these on my desktop. Is this what the problem is?
