You'll have to file a Service Request with Altera and get them to answer the question.
As a work-around, you can just write to the pattern generator and checker registers directly. That is what I have been doing. I have not been using any of their debug toolkit Tcl commands, as they are poorly documented. I prefer code that I can read :)
