traffic light controller VHDL coding

hi i have to do a project using Quartus 2 which is traffic light controller. the circuit already done, but i not have the VHDL coding to run it.anybody here can help me how to write the coding???a...

if the coding like this

entity peak_mode is

port (clk: in bit;

RT1, RT2,RT3, RT4, RT5, RT6, GT1, GT2, GT3, GT4, GT5, GT6, YT1, YT2, YT3, YT4, YT5, YT6: out bit);

end peak_mode;

i want to know, how can i assign pin for the output?means on the traffic light board.i also not understand how GPIO pin function.
