Tool and version that has issues : Quartus Prime Pro 19-3 FPGA: Arria10 Device: 10AX115S2F45I1SG IP: PCIE hardcore

Identical design, I compiled it in Quartus Prime Pro 19-3, programmed the sof file and it failed in hardware test, pcie hardcore would not link.

Using Quartus Prime Pro 19-1, it works in hardware test, programmed the sof file and it pass the hardware test, pcie hardcore link without problems.
