Timequest User Guide and Source-Synchronous Outputs

Hello All, A few days ago I stumbled on the TimeQuest User Guide written by Rysc, it is quite a page turner! Very well written. I had a few questions about I/O Timing in the getting start...

Oh, and I just uploaded a new version that should have this fixed. Basically just said the clock sends data off at 100Mbps, instead of saying the clock is going off chip.
