Could you try to run in Quartus 23.1 standard and see if the IE occur?

The bug might have been fixed in newer Quartus release.


If the issue still persists, for all cases with Fatal errors or Internal errors, we need to obtain a design test case (Project > Archive Project) to duplicate the error. Without error duplication on our side, finding a workaround or solution becomes difficult.
