SW-QUARTUS-WE-FIX License problem

I have signed up license for Intel® Quartus® II Software SW-QUARTUS-WE-FIX from Self-Service Licensing Center. But after I set up license, I still can't use some functions that can be used in Intel Quartus Prime Standard Edition (example: Logic Lock Region, Design Partitions...etc.).When I used those functions, the software still required me to purchase software. If there is anything misunderstanding, please tell me.
